Today, at the highest floor of this massive stone building that was shaped like a spiral lightning rod, higher-ups of the Lightning Manor were gathered.
"Welcome back, Commissioner".
"Welcome back, Arbiter".
The assistant to the Commissioner of the Lightning Manor assigned to Stoneflower State welcomed his higher-ups back to the base.
Unlike Commissioners who were assigned by the Governor to look after states on behalf of the Lightning Manor, Arbiters were higher-ups of the Lightning Manor that reported directly to headquarters, the Lightning Manor itself.
Only Ascension Stage and higher warriors had the qualifications to become Arbiters of the Lightning Manor and not regular warriors either.
Arbiters were the Judges and Executioners of this powerful organization.
