The only exception would be him and the 'leader' of the swarm, but even when he was hunted by the expedition from the Holy Nation, it was when he was only just an A-rank Archdemon. Only when the S-rank monsters started to cause havoc did the policy changed from a somewhat peaceful relation to extermination.
Though, the Demon Lord of Lust planned on changing the neutrality of different S-rank monsters.
