Chapter 61 - Asshur's Actions, Cainan's Scheme

Asshur had begun to loosen the military of The Heavenly Empire, with only a constabulary standing to maintain order in different cities. Quoting him, the military is not needed to impose force onto people, and would only prove useless in peaceful times. Asshur also imposed more laws concerning morality, hierarchy, and chivalry that greatly changed the lives of the people and the entire society.

A new language was also imposed mandatorily to the people, a language meant not to be understood by angels. This made the old Heavenly Language become obscured, with almost no one in the realm surrounding the Three Great Capitals using it as a mode of writing or speaking.

He also began to encourage offerings to be made at the tower, which was said to strengthen humanity, bolstering them to step on the stage of the deities. Because of his charisma, power, and the innovations that he brought to the people of the Empire, everyone wholly believed him, even abandoning the worship of The Almighty to venerate him.

Asshur had also started to canonize some who were greatly giving their devotion to him. The first one being a woman whose influence in Shinar holds great power; Ishtar.

When canonized, Ishtar began holding a series of improving the aspects of politics in the region, imposing hierarchy between cities, and encouraging reproduction to greatly bolster the strength of the human race.

It was also around this time that Cainan finished perfecting his art. With some hidden strings, Cainan had developed a technique that utilizes the Aether to hide himself from the presence of higher beings. He had also started manipulating his cells to continuously cycle without degradation, causing him to not grow old. His book, with several hundreds of pages, soon contained the great mysteries of the universe that he discovered.

When he stepped outside of his room, everyone was shocked yet joyful. The man hadn't showed himself to the outside world for a decade! If it wasn't for the servants seeing him inside his room rummaging papers, they would have thought that he already died. They understand the grief that the disappearance of his family had caused him, and to see him now standing up strongly and confidently, they genuinely felt good.

Of course, what they didn't know was that he wasn't even grieving their loss, because he knows that they are safe. In every free time he gets, he usually harmonized with the stars in search for them, and he had seen them. They were in the mountains in the east with some old man. Eber, his son, usually goes down the mountain with his wife Azurad to bond with the village people and procure rations.

Thinking that he might get a grandson soon, he begins his plan to give that future descendant of his a life free from the shackles of demonic influence.

First, he started to gather deeper information with the matters of the Empire. Although he sometimes looks at the outside world, he only focuses on either his family or the spirit Asshur and his demon minions. For his plan to proceed, he needs to know the state of the nation.

When he discovered what this Saintess Ishtar and her master had done, he grinned on the inside. It seems that they have just made the matters easier to do. With just a little push, everything would fall like dominoes.

Compared to the olden days, Jerusalem had already lost its great power that was comparable to Shinar. With the people's waning belief in The Almighty, the city began to lose its authority over the people. Still, because of its position as the Empire's standing capital in-name and its geographical position, it still was an important city that has the power of trade with the southwest in its palms. Using that convenient capability, he sent a message all throughout the cities below, one of which was the rising city-state that is Mizraim that held quite a significant influence over the people of the south.

The letter contained an offer that would surely affect a human's primal desire that had been absent way before the age of the Nephtal Empire. Such ideas and desires had already been abandoned by humans ever since a strong figure like The Mad Emperor came to be. But now, if that woman's deed holds true, then even the strongest of beings would not be able to suppress the hunger within humanity's heart.

After that, Cainan also reached out to the Far East. Separated from Shinar by towering mountains, the cities there had only been loyal because of the influence that the city has and the imposing tower that could even be sighted from the Eastern City of Nanka and the island region of Kahitano (A/N: Please, someone should know what Kahitano means XD.)

When the woman's magic influenced the world, they had already began going by that pathway. By contacting them, they would surely start deciding by themselves.

Inside the letter were only a few words, "Under the authority of Jerusalem, as the capital of the Heavenly Empire, I give autonomous power over the cities to its local inhabitants. Whether you are descendants or subjects of Shem, Ham, or Japheth, or neither, we give you the power to rule without waiting for Jerusalem nor Shinar's decisions."

It would take quite a long time for the messenger to reach the East by land, so Cainan sent them through the seas. Doing so, not even Asshur would be able to track them down. Although it is quicker compared to traveling by land, sailing through the seas would still take months.

Even though that is the case for the east, it wasn't the same for the west, with the message reaching their destinations in just weeks. When the message did reach them, Mizraim was the first one to react, initiating its own development without the help of the mainland. They started to initiate their own research, begin planning for better infrastructure, and many more.

All over the western territories, cities began to independently develop without relying on either city in the Central Lands. Only those within the Central Lands seemed to have not been affected by any declaration as they remained stout and loyal towards Asshur. Without the awareness of the ruler of the Empire, the west began to crazily strengthen themselves.
