Compared to the number of high-level sentinels the number of high-level guides were very few. There weren't a lot of S level guides to begin with so they might be doing a lot of work for the sentinels with 2S mental power.
According to Layton Lewis the highest level of most sentinel is 2S, basically those with high position in the army were all 2S. And because of the low number of high-level guides most of them aren't even married.
The survival rate of sentinels with a higher level were actually lower than those that have lower level because of the lack of guides.
