Some understand it as the heavens being uncompassionate, treating all beings as lifeless offerings, eventually straying from the right path and walking on the path of an emotionless Heavenly Dao, finding it difficult to reach the other shore.
But in truth, the meaning of this path is that heaven and earth treat everything the same, not favoring anyone in particular nor being particularly mean to anyone, letting everything develop naturally.
However, the path is just there, unbiased, even if some people have understood it, it does not necessarily mean that they can attain the Dao.
