There are still a considerable number of ghouls active in the "third level" of the sewer tunnels, including some elite undead who have transformed due to the strengthening effect of Hades' essence. However, with the demise of the "Plague Rat King" and the Ghoul Lord, these undead creatures have lost control from the Origin.
They have drifted back to their aimless wandering state after their prior frenzied rampage.
Especially after the survivors with a life force have been evacuated, the ghouls have calmed down again, sensing no more "food". Most of the time, the undead are quiet, unless you provoke them or they become "hungry".
But the sight of so many ghouls gathering together is quite terrifying. There are even so many that it gives Murphy some concern.
He knows that what he sees before his eyes is not even the total of all the corpses in the sewer.
