The developers wouldn't miss out on such a huge hunk of potential content. However, given their current race design strategy, this game's PVP will probably not bother with balance.
Just look at the current vampire template, plus racial talent "Night Blessing" and the escape art form "Night Bat Heritage", a skilled player can easily beat three enemies in a nighttime environment.
