The high-ranking officers could have a separate kitchen, each regiment having a Hunan cuisine kitchen.

This created a shortage of chefs.

So, someone suggested recruiting chefs from outside, particularly those from Hunan.

Non-Hunan chefs were rejected, even if they made excellent Hunan cuisine.
