Did you even think whether he was protecting his twin or bullying him, and it isn't a one-day thing, he has been doing this for more than 8 years ever since he got quirk while Izuku was diagnosed as quirkless, and thinking he has a versatile quirk, he thought he is at the top of the world, and can do anything he wants and get away with it just because he has a versatile quirk, let me remind you AFO has the power of stealing other people's quirk, having a versatile quirk is like cherry on top for him.
Ever wondered, what would happen if he got his hands on Kazuki's quirk, no you were well aware of how much of a threat AFO is yet you didn't do anything to train him or make him aware of the threats he might face, you just pampered him, making him think that he is getting pampered because he got a versatile quirk, and you started showering him with all the love care and pamper, even Izuku's share, making him ungrateful, cocky, arrogant, thinking he can get away with anything he wants just because he has a versatile quirk and wants to be a hero.
You have disappointed me All Might, I thought you were someone who has what it takes to be a hero even if you didn't have a quirk, but I think I was wrong, your past deed means nothing in front of this, no matter how many good things you did, but you discriminating your own son and driving him to commit suicide washes all those good deeds.
He could have become a really worthy and efficient successor of One For All with his knowledge and analysis of quirks, now I feel I was wrong to choose you as my successor, I'm really ashamed of you All Might, you have disappointed me" said Nana Shimura as she showed a really displeased look on her face, as if she's blaming herself for Izuku's death.
All Might was really heartbroken, to see his master's disappointed look

OFA was like a glass of water already filled to the brim, and our bodies were the sugar. When we mixed OFA together with our bodies, it was barely sustainable. Our bodies were modified to cater to the needs of only our quirks, and the addition of OFA upset the balance. The cultivated powers of OFA required a lot of energy to keep in check and cultivate further.
It was eating our life force and shortening our lifespans. Even if we died fighting AFO, it would be because our bodies were already weakened from sustaining OFA. You, on the other hand, fought him twice and survived because your body was an empty vessel not built for any specific Quirk. Thus, you were able to sustain OFA for more than 40 years and still be alive.
That's how we concluded that your being quirkless was the reason why you were able to hold OFA for this long, while we died young.
Start looking for another worthy holder of One For All, and a quirkless one at that, for your son won't survive even half the years we did while holding the now fully cultivated One For All, and we will make sure of it since we don't recognize him as a worthy holder, he will bear the full burden of fully cultivated One For All while also not being able to use any of our powers, congratulations All Might, your one son died by suicide for being quirkless, while the other will die because his body won't be able to handle his quirk,
That's the price you will have to pay for discriminating between your own sons and choosing the wrong successor and bear this, Kazuki's death's blame falls on you and you alone, and to give you a little bonus, All For One is still alive, now bear the consequences of your action, while if Izuku had this quirk then he would have lived long and just like you did, but you chose the opposite, you chose to give it your son that already had a quirk, killing him in the process, and now you will see your son face a threat that you couldn't defeat and who left you in this state when he just has his quirk alone to count on, now live with the guilt until you die, for you will have no place here among us as we don't approve you worthy of being in a place like this either" said Yoichi as he revealed his findings

As far as the punishment is considered, it isn't we who did this to you or your son, but you yourself, consider yourself, and him lucky that we won't allow access to any of our powers, for he would have died within two years cause he is not worthy of such power and we would have made sure that he isn't able to use even his quirk which is mixing with OFA.
And as far as your punishment is concerned you will be haunted with the bullying Izuku went threw every night, no night you sleep will be peaceful for you, you will be showed the state Izuku was in all thanks to your neglect, you should be aware of how Izuku lived for the last 8 years." said Yoichi.
"You will never be forgiven," said Hikage Shinomori, the fourth user of One For All. "You will spend the rest of your days in misery and despair."
"You will never be forgiven," said the fifth user. "You will never know true peace again."
All Might was silent as he realized how grave his mistake was.
"Now don't waste any more time, start finding Izuku if he is alive, and if he is, then pray, he doesn't go into villainy cause you guys have given him every reason to do so," said Nana.
"For if he joins villainy, your misery will get worse, and you will start experiencing the pain as well that he felt," said the 6th user for the first time.
"And if he is found dead, we will haunt your son, for however short life he has left." Said the 2nd user.
He knew that he deserved to suffer. He knew that he had to pay for what he had done.
His one mistake cost him his health, his reputation, the trust of the people around him, his respect, and also his peace of mind, he had reached the lowest phase of his life, but he deserved it, afterall he knew what he had done, and he had to pay the price of it.
All Might was in full despair now as he lost everything he worked so hard to build. He knelt there lifelessly.
"Don't just sit there, if you want our forgiveness then we'll give you one chance, go find Izuku, we'll meet you again only when Izuku is back, then decide whether to forgive you or not, and make sure you put your other son on the leash, he is walking on a really thin thread, one mistake and he will have to face our rage."
Saying that he was banished from the Vesitge world as he woke up with a shock as if he had a nightmare, he was breathing heavily, he was covered in a sweat remembering what just happened.
He clutched his hands tightly as he knew his mistakes and had gotten one last chance to rectify them, and he wasn't going to waste it, he was going to work really hard to earn their trust back and also accept the punishment he received, as it will remind him what and where he went wrong and will work hard to make up for it.
Determined he stood up from his bed and went to Izuku's room to start rectifying his mistakes.
