(Flashback Before The Press Conference)
Just after Izuku left, Hawks was called into the meeting hall where all the elders of HPSC were present with Izuku, a place he knew well but always felt uneasy about. As he entered the hall, he was greeted by the familiar sight of stern faces and serious expressions.
One of the officials, a tall man with glasses, began speaking. "Hawks, we have some important news. We've recruited Toji to work with us. He's been assigned a mission in Osaka, and he will be going with a few of our men."
Hawks raised an eyebrow, surprised but trying to stay composed. "Toji? He agreed to join. That's unexpected."
The official nodded. "Yes, we were able to persuade him and believe his skills will be valuable for this mission. It's a critical operation, and we need someone with his abilities. Here's his provisional hero license," he said, handing Hawks a small card. "We want you to give it to him when he returns from Osaka."
Hawks took the card and looked at it for a moment before slipping it into his jacket pocket. "Understood. I'll make sure he gets it."
The official continued, "It's crucial that this mission succeeds, and Toji will need your support when he returns. Make sure you teach him well and get him ready to take on his responsibilities. We are going to do a press conference and announce it."
Hawks nodded again. "I'll take care of it. You can count on me."
The meeting ended, and Hawks left the building with the provisional license in his pocket. He couldn't help but feel a mix of curiosity and concern about Toji joining their ranks and what this mission in Osaka entailed, as he was somewhat aware of the nature of HPSC.

While this happened, Maki was with Midnight, working on refining her combat skills in the training room.
Midnight was impressed with Maki's progress and dedication. Little did she know that it was all according to Maki and Izuku's plan, where the improvement she was seeing in Maki was something Izuku had helped her achieve even before joining UA.
Maki was just faking it, showing she was improving under Midnight's guidance to make her feel good and let her guard down.
They were taking a short break when Midnight's phone buzzed with a notification.
"Let's take a look at this," Midnight said, opening the live stream of a press conference.
Momo, meanwhile, was with Ryuukyuu, learning about tactical planning and rescue operations. Ryuukyuu was always impressed by Momo's intelligence and quick thinking. They were also on a break when Ryuukyuu's phone buzzed.
"Something's happening," Ryuukyuu said, opening the live stream of the same press conference.
The screen showed a group of HPSC officials standing at a podium. An official began speaking.
"We are here to announce the provisional hero licenses for three exceptional individuals who have demonstrated their capabilities in the field. We need heroes with versatile quirks to help ensure public safety without any restrictions. Today, we are proud to present provisional hero licenses to Toji, Maki, and Momo."
Maki's eyes widened as she saw her name on the screen. "Is that... me?"
Midnight, surprised by this development, smiled warmly, patting Maki on the back. "Congratulations, Maki! You've gotten ahead of your peers once again, it seems. This is a huge step for you, not all people get the provisional hero license without taking the exam."
Maki looked surprised but happy. "I can't believe it. It's all so sudden."
Midnight chuckled. "It seems your actions in the sports festival spoke louder than any exam could. This is well-deserved, we should celebrate it."
At the same time, Momo was watching the same announcement with Ryuukyuu. "That's my name," Momo said, her eyes wide with surprise.
Ryuukyuu smiled proudly. "You've been recognized for your talent and hard work, Momo. This is a significant achievement Momo, this opens so many opportunities for you, with this I can teach you better on how to do damage control."
Momo was taken aback. "I didn't expect this at all. How did this happen?"
Ryuukyuu laughed softly. "Sometimes, your deeds get noticed in ways you don't expect. You've shown your worth in many situations."
As the press conference continued, the HPSC officials also addressed the issue of Lady Nagant. "We have discovered that Lady Nagant was framed due to inner corruption within the HPSC. We are actively finding the person responsible for this injustice. Lady Nagant is now free of all false charges and is a free person."
Both Maki and Momo exchanged looks with their mentors. They realized that this sudden recognition had to be thanks to Izuku and Kaina.
"This has to be Izuku and Kaina's doing," Momo said to Maki through the mental chip, smiling happily.
Maki nodded, her smile growing. "Yes, only they can make this happen, it seems Kaina nee got her revenge."
"Yes, it seems everything went as he planned," said Momo, feeling genuine happiness for Kaina.
"Yup, seeing it I can tell, Kaina nee would be feeling so free and happy right now, we'll congratulate her later on, now she might be with Izuku, let's not disturb her, and let her enjoy it," said Maki who was equally happy for Kaina.
"Indeed, we'll contact them later on," said Momo as she wished Maki luck with her mission, while Maki did the same.
Midnight and Ryuukyuu looked at their students with pride and admiration. "You deserve this recognition.
After all, I wasn't the only one who wanted to have you as our intern," they both said at the same time to Maki and Momo, even though they were far from each other.
Ryuukyuu added, "This is just the beginning for you. Use this opportunity to become the best hero you can be, while I'll be behind you, helping you whenever you are in need, always having your back," Ryukyuu was satisfied with Momo and her dedication to her work, who was the embodiment of what a true hero should be.
In the various agencies across the city, the students of Class 1-A and Class 1-B watched the press conference with mixed emotions. The announcement of Toji, Maki, and Momo gaining their provisional hero licenses without taking the exam stirred a range of reactions.
At Endeavor's agency, Todoroki watched the screen, his expression neutral but his eyes showing interest. "Impressive," Endeavor commented. "But remember, you need to work hard, use them as your goal, make sure you do not repeat the same mistake you did in the sports festival, and learn from your mistakes."
"Yes, sir," Todoroki replied, determined.
At Edgeshot's agency, Kaminari was wide-eyed. "Whoa, they didn't even take the exam!" Kaminari exclaimed.
"Guess we gotta step up our game," Kirishima added, nodding.
Edgeshot nodded approvingly. "Exactly. Use this as motivation to level up."
At Gang Orca's agency, Tsuyu and Shoji were watching attentively. "That's amazing for them," Tsuyu said, her usual calm demeanor slightly excited.
"We need to train harder," Shoji agreed, his multiple arms tensing.
'As the master expected, he got a license without having to take an exam. I need to work hard to make sure I don't hinder my master's progress.' thought Shoji
Gang Orca grunted. "Yes. Show that same determination in your training."
At Thirteen's agency, Uraraka and Asui were with their mentor. "I'm so happy for Momo!" Uraraka said, clapping her hands.
"Me too, but we have to focus on our progress," Asui added.
Thirteen smiled. "Exactly. Work hard, and you'll achieve great things as well."
At Mt Lady's agency, Mina and Sero watched the screen. "Wow, they got their licenses just like that," Mina said, impressed.
"Guess we better step up," Sero added with a grin.
Mt Lady nodded. "Use this as inspiration. You can reach those heights too."
At Best Jeanist's agency, Bakugo was grinding his teeth in frustration. "Those bastards got ahead!" he muttered angrily.
Jeanist placed a hand on his shoulder. "Control your anger, Bakugo. Use it to fuel your progress, and stop cursing people like that" Best Jeanist humbled Bakugo using his fabrics.
At Mirko's agency, Kazuki had a similar reaction. "Damn it, I won't be left behind! I'll get back k at that bastard."
Mirko laughed. "Good. Channel that energy into becoming stronger."
At Manual's agency, Lida was watching with excitement. "This is amazing news," Lida said, adjusting his glasses.
Manual smirked. "Keep that attitude, and you'll go far."
Jiro who watched the interview with Death Arms, exclaimed "I can't believe it?" Jiro said, eyes wide.
"Aren't they your classmates, use this as motivation to level up," instructed Death Arms
"Yes," nodded Jiro as she went back to training,
Tokoyami who was interning with Crust said, "That's incredible," Tokoyami added, his expression serious, "They seem to have leveled up, I need to also level up before they become final boss," said Tokoyami.
While Crust just laughed at Tokoyami's excitement and went back to train with him.
Back at UA, Mineta who was on UA campus, as apparently, the teachers felt a need to educate Mineta regarding social etiquette, and how to behave with girls around him, was being taught by the UA faculty. Mineta
Mineta watched the broadcast and exclaimed, "That's so unfair! Now that they've got provisional licenses, Maki and Momo are going to look even hotter in their hero costumes! And that bastard Toji gets to be surrounded by so many girls, as if Maki and Momo being with him wasn't enough, now he will have even more girls around him!" His face twisted in jealousy and frustration, his eyes bloodshot.
Aizawa, who had been observing the students' reactions, immediately stepped in. "Mineta, enough!" he barked, his eyes narrowing as he glared at the purple-haired student. "Your comments are inappropriate and disrespectful. No one here is interested in your perverted fantasies.
Mineta shrank under Aizawa's intense gaze. "But, Aizawa Sensei, I was just—"
"I don't want to hear any excuses," Aizawa interrupted sharply. "You need to learn to respect your classmates and their accomplishments. Instead of thinking perverted thoughts, try focusing on improving yourself."
Present Mic, who was standing nearby, nodded in agreement. "Aizawa's right, Mineta. Heroes are supposed to uphold values and respect others, not objectify them. You should be proud of your classmates and strive to achieve your own goals if you don't get rid of this attitude of yours, you will be expelled even before you can clear 1st year, UA doesn't need perverted people like you, who would bring UA's image down."
Mineta hung his head, feeling a mix of shame and embarrassment. "Yes, Aizawa.Sensei, Yes, Presnt Mic Sensei."
"Good," Aizawa said, his tone softening slightly. "Now, let's focus on becoming better heroes. Learn from their example."
