The NSA, a name perhaps lesser-known worldwide when compared to the CIA and FBI, is the U.S. National Security Agency. In reality, it surpasses the CIA in both the number of agents and scale by a large margin!
While the CIA focuses on overseas intelligence and spy activities, the NSA not only has a considerable number of overseas intelligence stations, but also has a very powerful presence domestically. After 9/11, the United States has focused on counter-terrorism for thirty years, and the main force of this anti-terrorism front, at least domestically, is the NSA.
This means the NSA holds the responsibility and power to monitor domestic financial flows and suspicious individual activities. The significant real estate liquidation and large amounts of funds moving overseas by the Frost Consortium will certainly draw the NSA's attention.
If the NSA didn't notice this, it would be an insult to their intelligence.
