The worst-case scenario has taken place…
A large group of MUTOs has entered the sea. Instead of descending, they are congregating like a school of fish, clearly visible through the surface of the water.
Especially the largest of the MUTOs, as enormous as a whale, just floating on the sea surface and speeding incredibly fast, even more agile than when on land.

The conference room falls silent for a few moments until someone finally speaks up: "It seems the worst outcome has happened…we have no choice."
"Indeed, the bombing plan must continue."
"There's another issue to consider... Since we failed to stop the first wave of MUTOs from entering the sea, what will we do about the coastal cities of New Zealand and Australia?"
"Just keep a close eye on them. Given two hours, how many could possibly be in the sea?"
