He felt in this way he will be able to repay some of his debts and even if what Itsuki was doing was going against his philosophy, Hiruzen couldn't bring himself to decline or cause trouble.
He knew Itsuki would never endanger Konoha , so he would just sit quietly and let him do what he wants even if it meant Konoha would became the back garden of the Senju clan. Which in a way it already was since the village itself was created by the Senju's and has been thriving off the contribution of that single clan.
The other clan's might be a bit dissatisfied but even if they are uncomfortable what can they do ? Hiruzen was sure of one thing , the current Senju clan although lacking in members wasn't weak by any means , that's only expected when you have God of Shinobi as your patriach. With Hashirama Senju and Uchiha Madara gone Hiruzen can't think of anyone who could match up with Itsuki.
He still remembered the beating he took from Itsuki when they sparred , he knew for a fact that the boy wasn't even trying. Although embarrassed , Hiruzen was more or less relieved. With Itsuki being this strong Konoha was in safe hands.
He didn't know about the future nor did he care , he was just tired and just wanted to go on his way. He hopes Asuma can be someone respectable since he was the last of his bloodline. It was regrettable that he was acting like an incel.
Maybe it was his fault for not raising him well and indulging him a little too much. But Asuma was only thing Enmi left behind for him so Hiruzen naturally felt resistant to being too strict with Asuma.
In the end everything was his fault, his incompetence led to the sufferings of countless others and even Asuma was a result of his inaction...

Although Itsuki was eating his food calmly , his mind was elsewhere. Simply put he was worried about the Jinchuriki's.
Fuu and Airi, he wanted to wait a little bit but it seems there situation is getting much worse. Both of them although infants are treated like montsers. They just get the minimum care and he fears if one of the people taking care of them might do something to them out of spite.
Emotions are not rational and weak people will always blame anything other than themselves. They would lose a purpose if they don't have anything to hate or blame for their misfortunes, and that is where the Jinchuriki's come in.
They suffer all the hatred and abuse from the villagers and in the end they became loyal tools to the same village to protect the same people who abused them. It's pretty sad , how these weaklings change their tune fast when it comes to their survival. One moment they are wishing you were dead and the next moment you are their favourite person in the World.
Although Itsuki's memories were a little hazy he still remembered some things about Naruto. He felt revulsion whenever he thought of the scene of the villagers accepting Naruto with a smile while forgetting how they treated him for the 15 years of his life.
Did they feel all is forgiven just because they finally accepted him , how ridiculous. When we are watching the anime or reading the manga we might feel it's a happy scene but imagining it in real life , it was truly sickening.
Imagining the future that awaited his daughter if everything went according to what he knew in the anime made Itsuki shudder a little.
But it also showcased a simple thing , Jinchuriki were akin to dogs and their master is the Village higher-ups. They would isolate the Jinchuriki's make them experience ostracisation and loneliness and just when they were about to reach their tipping point and snap , the village kage or a senior member of the village will arrive providing the said person with warmth and comfort.
Since they were children it was easier to train them this way , as their instincts will substitute and connect the feeling of warmth to the said person.
But doing it too much would be counterproductive, every once in a while will make them value the said person's company.
But this plan is not 100% full proof , as the Jinchuriki's still go berserk in their own village's. But it is an effective method keep a walking nuke completely loyal to the village.
Because no one can guarantee when he or she might decide to turn their fangs on the village , not everyone is like Ashura with his foolish belief of mutual understanding...

This scene was peak still have goosebumps, such a good character. I wanted to gut the bastard and that means the game did a pretty good job in creating an antagonist.
