"Kael, don't chase her, we'll just kill the remaining defender." Ren tells Kael not to go after her and to let her leave the city with her people while he kills her subordinate.
The reason Ren let her leave the city along with her people is because he wanted that the people, she brings to other city to refuge will bring chaos and distrust among them self, making the kingdom more divided.
Ren also will raid the other city and making the people in the kingdom having hard time, by burning the grain and any food resource to make them dissatisfied with the noble faction and royal faction.
Dividing the kingdom will make it easier for Ren and his rebels to achieve their goal of declaring independence.
Ren turned his attention to the remaining defenders, pushing forward to eliminate any resistance within Emberwood City.
"Finish off any resistance but leave the citizens unharmed. We want chaos, not complete destruction," Ren commanded his soldiers.
