"Exactly. First they started in Canada. It was curtailed and disbanded. Now, they are in England. These werewolves have backing. The probability of it not turning onto a full blown war is minimal." Said another man.

There are a total of fifteen packs in England and out of the fifteen, ten of them were part of The Rebels. That was to show how much influence they had in order to coerce ten packs to join them.
