The Villain's Organisation, is a city housing two types of humans, the peaceful and the depraved. The peaceful are those rejected by society and just want to get a sturdy job, find love and live in peace and only respond to the head's orders when they are needed.
The peaceful don't kill just for the sake of killing, they are a bunch of people who want to protect what's theirs by any means necessary. The city is divided in two, separating this two types of humans.
While the peaceful have retained their humanity and strive to heal rather than wallow in their past, the depraved have no such luxury, because luck wasn't shining on them, society deemed them more worthless than trash, and their entire lives revolved around being rejected.
The depraved could either be cult groups, lone wolves or damaged lost souls, and sometimes just a bunch of random people who are hellbent on revenge or the destruction of the world.
