The minor demons might not understand the true strength of the Heavenly Court, but the senior demons do. That's a power they absolutely should not provoke.
In truth, as long as the Jade Emperor is willing to be ruthless, no force in the Three Realms could withstand the Heavenly Court's destruction, given the sages do not intervene. Even the Spiritual Mountain in the West is not an opponent to the Heavenly Court.
