The actions of the three demons did not surprise Jiang Chen. They were the Innate Dao Sovereigns, beings who were immortal and undying, and naturally wouldn't fear what Jiang Chen could do to them.
Though it was a heinous crime to rear a private army, as long as the three demons surrendered all their troops, they could argue their way out of it. All they had to do was insist that these soldiers were being trained for the Emperor Lord, and Jiang Chen would be unable to do anything to them.
Killing them was even more impossible; the Innate Dao Sovereigns wouldn't be easily killed.
