The so-called "western Buddha" refers to the Buddha Tathagata.
Below the Four Sovereigns, there are five Emperors and five Elders. And the Tathagata is the Buddha of the West, Guan Yin, who is in the South Sea, is the Southern Elder.
The five Emperors and the five Elders are on the same level, and the rank of Jiang Chen's Emperor Jiuchen of the Nine Heavens is also this level of deity. It's considered the pinnacle amongst the gods of the Heavenly Court. One more step, and it would be the Heaven and Earth Supremacy which governs Heaven and Earth.
As soon as Taibai Jinxing heard this, he immediately stood up, respectfully responding, "Your humble servant obeys."
