Millions of strands of Primordial Chaos Qi would require a Innate Dao Sovereign refining Chaotic Qi outside of the heavens for millions of years.
Given this, which Innate Dao Sovereign would be willing to do this? Millions of years, even for an Innate Dao Sovereign with an unlimited lifespan, it is still an extremely lengthy duration, no Dao Sovereign would be willing to waste millions of years on this.
