Thinking about it, this does make sense. Apartment units in the city mostly home single families and don't really provide much incentive for Evil Ghosts to haunt.
Even if there were any Evil Ghosts, they would most likely be weak types like the Starving Ghost or the Hanging Ghost he encountered when he first started out.
