True Gods have a strong absorption ability, the water flow is fast, and they need a very strong dam to withstand it. Ordinary Divine Spirits have a weaker absorption, with slow water flow, so an average dam is enough.
As for Heavenly Gods' Sculpted Image of an even higher level, I'm afraid not even great craftsmen can make them.
