The Qingyan City Party Committee officially passed the resolution.
They officially appointed Qin Yugang as the acting District Chief of Qingyan City's Economic Development Zone.
This result was like pulling the rug out from under too many people, leaving them completely befuddled.
You see, Qin Yugang has always worked in the Public Security System and has no working experience in other departments. It's difficult for him to pass the organizational department's assessment. For a position like District Chief, at least having previous experience as a first or second in command at the township level would suffice.
If Qin Yugang were appointed as the Director of Public Security, they would not be surprised. But for him to jump out from the public security system and take on the District Chief's role is unbelievable — the leap is just too big, ascending three levels at once.
