Zhou Tian only needed to attack and break the barriers within those Monster Territories, and then at that time, most of those monsters would choose to submit. This situation was not isolated to one or two places; it was a common occurrence across all Monster Territories within the player's Sphere of Influence.
Consequently, Zhou Tian took advantage of this strength and rapidly annexed those Monster Territories. Not long after the NPCs retreated, Zhou Tian directly expanded his own Territory by twofold.
While Zhou Tian was acting in such a manner, even though the NPCs definitely disapproved, as long as Zhou Tian did not continue attacking their cities, they were uncertain whether or not to deploy troops against him again.
