Secondly, Zhou Tian, regardless of other considerations, had to take his relationship with Bella and her Elf regiment into account; using them could result in devastating attacks on the Elves.
Because of those two reasons, Zhou Tian, despite having devised a method, refrained from acting upon it.
Zhou Tian was not selfish to the core—if under normal circumstances, he would certainly consider matters of justice. He didn't truly believe in any form of retribution; he just wanted peace of mind.
