On the matter of this severe casualty event, both the Church Court and Earth held varying viewpoints. The Church Court argued it was a private act and their responsibility was due only to their failure to monitor it effectively. Earth's people ignored the Court's warnings and invaded Yazhi City, a serious infringment, thus the Church Court didn't bear the primary responsibility for the ensuing explosion.
However, from Earth's perspective, the court's resort to extreme measures which led to significant Earth casualties was an aggressive act deserving severe punishment. They all knew in their hearts that it was indeed their invasion that led to these severe casualties. Both morally and legally, the fault shouldn't lay with the Court.
