Early in the morning, a team of laborers had already gone upstream to intercept the river water; they also needed to dig trenches to divert some of the water. Now the river was slowly subsiding, but it couldn't be completely cut off just yet. However, it was shallow enough for people to stand in the middle of the river.
They had to first clear out the scattered rocks and remaining undisturbed mud from the riverbed, then they would start to construct the embankments.
