Both of them were originally from the cooking class, theoretically, they weren't eligible to participate in the selection process. Moreover, they had their own workload from cooking class to handle. In comparison to those new recruits in training, they definitely didn't have enough time.
They may have been exceptional and special, but not so much as to participate in the selection process for new recruits as a cook.
