Fei Shu was the Left Prime Minister of Nine Heavens City and a famous malevolent deity. He had created more than a dozen evil races that worshiped him, allowing them to multiply and grow strong.

Basically, all races in the Western Region knew of Fei Shu's name, and they would worship him at regular intervals.
