Initially, because maintaining the order of life and death was exhausting, it struggled for power and was often at a disadvantage in the ensuing wars. It had no choice but to rely on other undead lords for shelter, hoping they would allow it to focus all its energies on its work.
However, undead lords were generally selfish and lacked a sense of responsibility, and it discovered that to maintain the balance between the worlds of the living and the dead, it had to end the chaos and bring the entire undead world under its own rule.
It then participated in the war for the throne, which took quite a long time, but ultimately, it became the ruler of the undead world.
