As the noise, grating like fingernails on glass, erupted, many in the audience thought to themselves, "It's finally here," with a mixture of concern and joy.

If a war doesn't end in victory, it's utterly meaningless—for both sides. Depending on how victory is defined, the decision to end the war also varies.
