Secessionists, different ethnic groups, foreign powers, activists... everyone would become active, taking full advantage of the opportunity. As for what might emerge in the end, whether it would be the United States Confederation 2.0, Lone Star Republic of Texas, California Federation, Norton III Empire, or something else, that was hard to say.
