The shipbuilders' negligence finally met its reckoning. The steering gear wasn't directly damaged in the explosion, but it was jammed by the deformed armor from the impact of the electromagnetic cannon shells, fixing the rudder at a 12-degree port turn from when it was hit, unable to change. Moreover, the existing rudder angle created an extreme port turning torque, making it extremely difficult to steer the ship with the temporary rudder. Although they could still change course by adjusting the main and auxiliary propellers at different speeds, it was too late to avert disaster.
