In all the scenarios, this is the most effective and feasible plan. However, the premise of this plan might waver due to the potential revealed by the autonomous region.
To induce a stalemate in thought, the premise is to make the target realize "there are no other options," standing in extreme adversity with no choices, one can only compromise with reality—a self-defense mechanism of intelligent beings. But if "other possibilities" emerge... it is doubtful that the public will obediently comply, at least, not as neatly as expected.
This is not a situation that the Elf Camp would be pleased to see.
