Theoretically, the destructive power of strategic attack spells was said to be limitless, varying with the number of casters, their average proficiency, the scale of equipment and circuits, as well as the precision of imagination and verification. Sometimes they could directly control the weather on a massive scale, creating devastating disasters; other times, they interfered with the thoughts of densely populated crowds, plunging the inhabitants of an entire city into a frenzied state of slaughter and cannibalism.
Up until now, aside from experiments, strategic attack magic had only been used twice in the last 700 years during the comprehensive great war. The users were the Human United Army and the Ross United Duchy, resulting in a total of 180,000 casualties and the erasure of a city from the map. Since then, both parties had signed a treaty, vowing never to be the first to use strategic-level offensive magic.
