The fourth prince was indeed weak, but a child's character can be slowly cultivated and corrected. But his lack of background and a defined stance were much harder to come by. Even the V.E Consortium could only influence Charles indirectly through Princess Minerva, leaving room for Richelieu and his aides to exert their influence, creating the opportunity to shape a king that suited the nation's needs.
