Always calm and composed, Waldo now sat with a sour expression. He looked like a low-ranking bureaucrat but was actually the Secretary of State's right-hand man, grumbling about the mountains of paperwork piled up around him.
Under continuous work pressure, anyone's emotional state would deteriorate, especially that of middle managers sandwiched between superiors who only look at results and subordinates unhappy with the status quo. These managers not only bear responsibility for incidents but also face reprimand if anything goes wrong, which could even involve taking the blame in serious cases.
