In other words, it's better to commence the war sooner rather than later. Once basic preparations are done, a blitzkrieg should be initiated immediately. Otherwise, the longer it drags out, the accumulation of uncertain factors would directly affect whether strategic objectives can be achieved.
At least a self-sufficient continental system needs to be established for Alfheim as a nation, so it wouldn't be at a strategic disadvantage.
From a purely military perspective, Admiral Dilaz's proposed war strategy has some feasibility. However, at the full scale strategic level, this plan could lead to a catastrophe.
