Captain Gorchak, or rather, the Tsar's navy plans to sell an unfinished aerial cruiser, the Riga, and two outdated surface battleships, the Kyiv and the Minsk, at scrap metal prices. With ecstatic joy at this unexpected windfall, Alfheim quickly assembled a preliminary investigation team comprising technical personnel from the navy and the General Equipment Department to visit the Ross United Duchy. The rusty hulks of the battleships, with laundry hanging all over their decks, feces and urine overflowing in corners and corridors, more than half of the lighting facilities inside the ship cabins were damaged.
