It was a form of large-scale destruction magic developed simultaneously by the Human Faction and the Beastmen Faction during a great war hundreds of years ago, either by a stroke of genius or pure coincidence. As the name "strategic" suggests, every use resulted in unbearable heavy casualties for both sides. Later, following negotiations mediated by the Pope and the Grand Shepherd of the Orthodox Church at the time, nations signed a treaty banning its use. The related materials were classified as top secret and strictly sealed by all parties involved. Even military personnel and high-level magicians could not learn the details without the highest level of clearance.
Moreover, initiating such a spell required at least a hundred Pentagon-level magicians, and without the approval of a king or Prime Minister, it was impossible for anyone to gather so many high-ranking magicians.
