On the surface, Fu Kai's proposal seemed to save face for the army by not completely sidelining them; however, with the command authority in the hands of the Titans, it was actually a solo operation. It also demonstrated through action that the army was subordinate to the Titans— a slap in the face that was both loud and profitable. The slighted army could hardly voice their suffering and had to thank the Titans for their support in public, gratefully deeming Fu Kai a good man.
