Albion was more committed to eliminating sea monsters than Charlemagne was.
As an old naval powerhouse with numerous overseas interests, smooth sea trade routes were of extreme importance. After suffering a series of losses, Albion's long-distance merchant ships quickly stopped sailing alone and started to sail in large convoys, escorted by war vessels. Meanwhile, under great pressure, the Royal Navy strove to devise a way to discover and eliminate sea monsters, retrofitting some warships for the purpose.
Pressure does instigate motivation; under the threats of "free tours of the Tower of Londinium" and "lifetime vacations in the Gulag Archipelago" from the Queen and the Navy, the shipyards brainstormed various innovative creations. However, most were far-fetched and overly futuristic. Not to mention how they significantly differed from the intended performance, but their very appearance could induce headaches too.
