Before Richelieu's renovation of the navy, all well-known and unknown strategists in Charlemagne perceived the navy as an ancillary force. The purpose of building a navy was to strengthen Charlemagne's international status, and at the right moment, to ship the Charlemagne Army to Albion Island. It was not based on the contest for marine and colonial interests.
As a technical military type different from traditional land forces, the equipment and personnel requirements are much higher than the army. Before a breakthrough in financial income, the economic burden of building and maintaining a navy was something that the traditionally strong continental nation of Charlemagne found hard to bear.
