The Army's ideas weren't problematic, even if you idly pondered how a sow could climb a tree. As long as it didn't affect anyone else, it wasn't an issue. As for the most basic question of "whether it could be done," whether or not others believed it, the upper echelons of the Army believed they could achieve a grand victory.
