This is the embodiment of the relationship between the Church and the Elf Camp, and perhaps there is nothing in the world less likely to be associated with religion than Alfheim.
Yet it was Alfheim that had formed the Illuminati, a new underground religious group.
In fact, this is not hard to understand. First, Alfheim had a highly pragmatic dictator who thought nothing of creating one or two underground societies if they proved useful. Second, for now and the foreseeable future, Alfheim needed an obedient religion to govern its fourth-class citizens, while also establishing the legitimacy and absoluteness of Alfheim's existence and its system in the minds of the people.
To put it bluntly, the goal was to divinize the "world system under Elf control" and imprint it into the conscience of the subjugated classes like a religious belief.
