To reclaim the hellish throne from whence he came, the empire must first kneel before him. However, securing dominion over Clavis was paramount.

Emerging from the suffocating embrace of the dungeon, the fading light of the sun heralded his return to the palace, accompanied by the city lord and commander—both now mere extensions of his formidable will. The city of Clavis, once vibrant and prosperous, now bore the weight of economic ruin.

Seated on an ornate throne, his silhouette radiating an aura of dominance, Lucius addressed the city lord. "Speak of our treasury," he commanded, his voice resonating like a dark symphony, echoing the weight of eons.

The city lord responded, "A mere few million gold coins remain, my lord, and a scant 1,000 arcane crystals."

Lucius's contemplative gaze revealed the gears turning in his vast mind. Arcane crystals, the crystallized essence of magic itself, held the potential to reshape Clavis's grim reality. With a depth of arcane knowledge far beyond human comprehension, Lucius envisioned a series of arrays—a complex network of magic channels—that could rejuvenate the city's economy.

He mused, "I shall harness these arcane crystals, meld them with the very essence of this land, introducing arrays that will stir the dormant potential of this city."

Introducing a cultivation technique for soldiers was at the forefront of his mind—a system that drained their potential but accelerated their prowess. As they trained, the very essence of the technique would thread his dark will into their beings, binding them to his command.

For the citizens, he planned a library reform, giving them access to rudimentary magic, not out of benevolence but to fatten them with essence before the eventual harvest. Techniques for healing and basic energy absorption would be introduced. An establishment dedicated to healing would address the city's health crisis, making its inhabitants robust and, in turn, more valuable.

Yet, the city's farmlands, its very lifeblood, demanded immediate attention. Lucius envisioned arrays that would not just enhance plant growth, but transform the land, allowing year-round cultivation. Such a system required a vast reservoir of arcane crystals.

For the military, two primary arrays took shape in his thoughts: one that focused magic energy to enhance training and another that employed heightened gravitational forces to augment physical prowess. The creation of alchemy centers was also imperative. Golems, powered by arcane crystals and animated by the tormented consciousness of devoured souls, would oversee these centers.

Lucius approached the ornate table, his demeanor exuding the weight of ages. "Map," he voiced in a tone that suggested both a request and an expectation.

Without hesitation, the city lord spread out a detailed map of the regions surrounding Clavis. Lucius, with fingers that had touched countless epochs, marked five distinct sites. He then sketched a tower of unique design — pierced with countless holes, bound by walls with only one entrance, and topped with an oddly shaped pedestal.

As he handed the map back, Lucius's voice was as deep and timeless as a chasm, "Construct these edifices at the specified locations. Time is both my ally and my enemy; do not waste it."

The city lord, ever subservient, bowed low. "It will be as you command, Lord Lucius."
