To the shock and amazement in the Mayor's eyes, he saw the devil in front of him changing to the most familiar person he knew. The Devil became the Mayor!
"This…" Fear enveloped the Mayor. If he did something using that face… Although he is just the Mayor of Tinat, he still has influence in other cities. Which means the Devil can use that influence to bring chaos in other cities while he is in Tinat!
It is easier said than done, the Mayor knew this as the authorities won't let that happen but the Devil can still target the businesses. Remembering that the Devil in front of him can change form, Aguirre concluded he is the reason for the downfall of the other businesses in Tinat.
