The entire Sect was lively as many in-name Disciples were preparing for the upcoming banquet while Outer Disciples were managing different groups of In-name Disciples, occasionally helping with the work.
The hierarchy in the Sword Seeking Sect was like this, all In-name Disciples were Acupoint Opening Stage Cultivators. They were only in-name Disciples of the Sect and had yet to officially join the Sect. These in-name Disciples were all from different Mortal territories and places under the Sword Seeking Sect.
One had to enter the Qi Condensation Realm to officially join the outer Sect and become an Outer Disciple.
All Outer Disciples were at the First to Sixth Stage of Qi Condensation Realm. After an Outer disciple breakthroughs to the Seventh Stage of Qi Condensation Realm, they can either become an Outer Sect Elder/Deacon or they can choose to enter the Inner Sect and become an Inner Disciple.
Normally, only those who had no hopes of advancing to the Foundation Establishment Realm in their lifetime would become Outer Sect Elders. Most Outer Sect Elders were sent to manage different places and businesses that the Sect owned, completely cutting off their path to immortality.

It was the Fifth Elder, Meng Xing. Feng Zhen had already informed him of Tian Yongheng's arrival.
