The Myriad Laws Building is a powerful force in this world, believed to be descendants of a former Emperor. Yet, it declined over time and never again did an Emperor or Monarch emerge.
Nevertheless, the Myriad Laws Building of today still has a Supreme King seated at its King's Peak, with its power falling under a grand force of the Imperial Holy Land. If those forces ruled by Emperors are considered to be the first tier, then the Myriad Laws Building would be on the second tier, and at the very top of it at that.
It can be compared to the Great Ming World, where no True Immortal presides, but there exist Supreme Overlords at the peak of power.
It is precisely because of this that the Myriad Laws Building conducts itself so imperiously, unafraid to offend any faction as long as it does not provoke those Imperial Holy Lands.
