As long as there was the slightest chance of becoming a Level 6 Wizard, Milton would never choose to confine his future to being a Level 5 Wizard.
Milton's unconscious counter-question was more out of curiosity.
"Of the ten unowned rules discovered, the maximum limit for eight or even nine of them is a Level 5 Wizard."

In other words, currently in the Wizard Realm, including those from the past, ninety percent of Level 5 Wizards have integrated with rules that have a maximum limit of Level 5.
